The Medical Acquisition Portal (MAP), based on Aquilent’s web-based acquisition tool Epic, enables the Naval Medical Logistics Command (NMLC) to improve procurement efficiency and reduce costs.

NMLC was seeking to enhance its own acquisition processes by implementing an automated web-based solution to allow contracting officers to assume a business manager role for Multiple Award Task Order (MATO), Single Award Task Order (SATO), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
The desired solution would automate a full range of Task Order and Delivery Order contracting processes between the customer and the contracting office, as well as empower authorized customers to place Task Orders under the established MATOs, SATOs, and IDIQs. The system also had to work for the vendor community.

NMLC selected the Epic web-based acquisition tool developed by Aquilent—and used as the Navy’s SeaPort-e solution—to support the NMLC Task Order and Delivery Order contracting processes. As part of the modification process, a new Medical Acquisition Portal (MAP) was created.
MAP is a secure procurement platform that enables government agencies to leverage IDIQs, as well as SATOs and MATOs, via a web-based portal that automates defining requirements and generates an RFP/solicitation. MAP facilitates an online bidding event in which participating vendors can submit their technical response and pricing from any location. These vendor bids are then evaluated via the portal’s configurable Bid Evaluation module.
Following submission of the evaluation report(s) and selection of the winning bid, MAP allows for the execution of Task Orders with electronic signature. Modifications are generated by reusing the data captured from the current version of Task Orders, reducing the processing time and increasing the accuracy of modifications. Solicitations, Task Orders, and other contract documents are captured in an electronic resource library to provide models for future procurements. In addition, MAP provides organizations with report-generation functionality and a set of standard reports to support management and administration of the procurement process.
