VA – Electronic Contract Management System
 THE OBJECTIVE
To establish a stable platform for centralized policy management by applying best procurement practices across the Department of Veterans Affairs (VA).  VA has a large and diverse procurement environment, with annual expenditures totaling more than $5.1 billion for supplies and services, including construction. VA's procurement staff is distributed across 3 major agencies, multiple business offices, and more than 140 facilities.
 THE SOLUTION

VA selected Aquilent to develop and implement an electronic contract administration solution. The Electronic Contract Management System (eCMS) provides a fully-integrated electronic acquisition platform that includes the seamless flow of information and data from all stakeholders and systems, from initial requisitioning through closeout. The eCMS solution:

  • Captures requisitions
  • Aggregates requisitions
  • Produces the appropriate contract and/or solicitation
  • Posts solicitations to one or more vendors
  • Receives vendor bid submissions
  • Evaluates vendor bids based on flexible criteria
  • Generates awards
  • Posts orders electronically to vendors
  • Receives vendor invoices electronically

Solicitation and award information is posted electronically to the appropriate accounting, financial management, and payment systems, as well as other required reporting systems (such as FedBizOpps and FPDS-NG).

 THE PAYOFF

The eCMS solution results in:

  • Tighter integration and communication with vendors
  • Reduced workload through electronic management and distribution of solicitations, task orders, and modifications, as well as receipt of vendor bids and invoices
  • Robust tools for the bid evaluation processes, including evaluation team creation, evaluation criteria and processes, and award notification and distribution
  • Enhanced spending power through reverse-auction capabilities and requisition aggregation
