Navy – SeaPort-e
 THE OBJECTIVE

To create a secure portal application to:

  • Automate acquisition of professional support services, in conjunction with the Navy Virtual SYSCOM and technology partners

  • Streamline the time-consuming and labor-intensive procurement cycle using e-commerce tools and principles

 THE SOLUTION

The Navy required an automated portal to solicit proposals, evaluate proposals from multiple contractors, and report accounting information to organizations within and outside the Navy. The multiple award contract (MAC) portal would process solicitations and support best-value contract awards. The Navy also needed to integrate industry best practices and new commercial technology with existing Navy ERP solutions.

Aquilent worked with the Navy to design, develop, and deploy the SeaPort e-business portal based on the Epic™ E-Procurement Solution. The government and industry portals provide a completely paperless acquisition of services, including:

  • Requirements definition
  • Task-order competition
  • Purchase order issuance
  • Performance tracking
  • Task-order closure

The portals' design provide an intuitive e-commerce environment in three basic steps:

  • Solicitation: A "wizard" guides program officer through assembly of a procurement package to request solicitations
  • Proposal Submission: MAC contractors submit proposals electronically
  • Selection: SeaPort-e tabulates results from submitted proposals for best-value selection and awards the task order electronically

Performance and payments to the contractor are monitored throughout the duration of the order. Professional support service metrics and reports are easily obtained, providing the contracts and program office management with enhanced decision-making capability.
