NASA – Goddard Funds Control System
 THE OBJECTIVE

To develop a Center-wide, Web-enabled system to improve the management of funding received by the Goddard Space Flight Center for science projects.

 THE SOLUTION

Goddard selected Aquilent to join its “Tiger Team” to assist in the development of the Web-based Goddard Funds Control System. Aquilent team members were responsible for defining, developing, and testing the Web-based solution to improve system performance of the Agency Core Financial SAP module. Goals included:

  • Allowing fund owners to allocate, transfer, and control funds adequately
  • Preventing inadvertent overspending by allowing purchase initiator to check funding at the lowest work breakdown level
  • Decreasing funds transfer time through approval workflow processes

In addition to providing visibility of fund allocations and facilitating fund transfers, the Funds Control System also features:

  • Bulletin Board—Establishes a standard method for sending and receiving messages from the OCFO
  • System Alerts/Email Notifications—Provides notifications of specific events (e.g., initiation, approval, rejection, and completion of funds transfers)
 THE PAYOFF

The Funds Control project team delivered the new system on schedule and within budget. The system provides a cohesive, integrated solution to funds management that is accessible through a standard Web browser. It also meets the Center's critical funds management needs, including :

  • Preventing overspending of low-level funding allocations by providing visibility of the status of funding prior to initiation of a purchase
  • Providing notification when a transaction exceeds the lower-level allocation
  • Identifying inappropriate labor charges to scientists and project managers
  • Eliminating long delays in requesting and completing funds transfers

The high quality results achieved by the Funds Control team was recognized by Goddard's Exceptional Achievement Honor Award, their highest award for team-based achievement.
