 THE OBJECTIVE
To create an automated system to develop, sustain, and integrate Federal performance budgets for multiple audiences, including OMB and Congress.
 THE SOLUTION

The Department of Labor (DOL) selected Aquilent to pilot a system that would leverage the current DOL infrastructure and enterprise architecture, consistent with Government policies and directives.

Aquilent developed and implemented a pilot E-Budget solution, which achieved the following:

  • Automated the traditional budget submission cycle process

  • Integrated budget and performance

  • Expanded E-Government initiatives

  • Provided a proof of concept to validate viability of a long-term solution

As part of its effort, Aquilent:

  • Established a program management office (PMO), incorporating program management tools, techniques, and best practices
  • Assisted DOL in the preparation, review, and finalizing of its OMB-300 exhibit
  • Initiated change management processes, including developing and implementing a communications plan
  • Provided the technical and subject matter expertise to integrate budget and performance in an architecture compliant with the Capital Planning and Investment Control (CPIC) process, Federal Enterprise Architecture, and OMB circulars and guidance
  • Developed an extensive set of long-term requirements and an RFP for DOL to procure a Budget Formulation Commercial Off-The-Shelf (COTS) package
 THE PAYOFF

Using the pilot system, DOL produced its automated budget submission book with zero errors while optimizing analysis time. Productivity gains are measured exponentially—preliminary estimates suggest a 200% increase in time-to-delivery improvement. The success of the pilot resulted in approval to develop an RFP and to procure a COTS package for a long-term E-Budget solution.
