David G. Fout
As President and Chief Executive Officer of Aquilent, Mr. Fout has more than 20 years of business, government, and technology experience. A champion for innovative solutions that solve critical problems for the federal government, he has led numerous organizations by leveraging his leadership, strategic vision, creativity, and character.
In 2002 Mr. Fout co-founded Aquilent, subsequently building a truly dynamic company that has helped transform the federal technology landscape with a focus on highly strategic Digital Services, DevOps and Agile and Cloud Services. His philosophy of personal and professional accountability is the foundation for the Aquilent Way, which is Aquilent’s commitment to recognizing and valuing all of its stakeholders, creating expectations, and ensuring those expectations are consistently met through shared vision and accountability.
During his tenure as CEO, Aquilent has been honored with numerous awards, including being named an Inc. 500|5000 company, recognized as a Washington Post “Top Workplaces”, five times named one of the “Best Places to Work” by the Washington Business Journal, five times honored as a Government Contracting Firm of the Year, three times named an Amazon AWS Premier Consulting Partner, and twice chosen as a “Top Workplace” by The Baltimore Sun. As a highly respected leader with a clear, focused direction, Mr. Fout has achieved notable results throughout his career. Prior to joining Aquilent, he served as Vice President and Chief Operating Officer of Commerce One’s E-Government Solutions division, Vice President of AppNet’s E-Business and Technology Division, and Director of Century Computing’s NASA Programs.
Mr. Fout is actively involved in his community and evangelizes social responsibility within Aquilent. He has spearheaded a number of volunteer initiatives, including Aquilent Cares, which is a platform for employees to give back to the community in a variety of ways. He is also active in a number of professional organizations including the Young Presidents’ Organization (YPO), and is a Leadership Montgomery graduate.
A Smart100 CEO winner and four-times named CEO of the Year Finalist, Mr. Fout holds an M.S. in Information Systems and Technology from Johns Hopkins University and a B.S. in Information Systems Management from the University of Maryland Baltimore County. He is an avid fan of mixed martial arts and actively trains in Brazilian jiu-jitsu.
As Aquilent’s Chief Financial Officer, Melissa Hook draws on more than 20 years of experience as a financial consultant and executive in the manufacturing, recruiting, consulting, and technology industries. Ms. Hook plays a pivotal role in Aquilent’s continued strategic and focused growth, overseeing the company’s finance and accounting functions which include financial reporting, project risk assessment, monthly dashboarding, and employee utilization.
Prior to her appointment as CFO, she served as Aquilent’s Controller and Director of Finance. As a strategic financial leader, she has inspired a true culture of accessibility and customer service that has propelled the company’s significant financial success.
Ms. Hook was named “Financial Executive of the Year” in 2016 by the Tech Council of Maryland, a finalist for the same award in 2015, and a finalist for “CFO of the Year” in 2013 by the Washington Business Journal.
Ms. Hook has extensive experience working with start-up firms, facilitating the rollout of new divisions within organizations, and implementing new, enterprise-wide financial systems. Before joining Aquilent in 2002, Ms. Hook served as Controller for Commerce One’s Go-To-Market Division and Acting-Controller of the Government Division. She also previously served as Director of Research for Columbia Consulting Group, and provided a wide range of consulting services as the principal of Avalon Consulting. Ms. Hook’s prior career experience spans nearly a decade in printing and publishing, including her role as Vice President of Operations for a successful mid-Atlantic book manufacturer.
Ms. Hook graduated summa cum laude with a B.A. in Psychology from the University of Maryland, Baltimore County, and holds an M.B.A. in General Management from the University of Baltimore. She is also a licensed C.P.A. and is a member of the Maryland Association of Certified Public Accountants. In her free time, she enjoys playing and watching tennis, traveling, and gardening.
Brian WesthoffExecutive Vice President
Brian Westhoff serves as Executive Vice President of Corporate Business Development at Aquilent. He is responsible for the company’s new Sales Group, formed in early 2015 to focus on larger contracts and longer-term opportunities.
Mr. Westhoff specializes in creating business value through innovative technology solutions. Over his 20+ year career, he has held executive and senior management positions at large established firms as well as several startups. Mr. Westhoff has first-hand experience in business development, strategy innovation, technology application, business and market analysis, staff leadership and development, customer relationships, and more. He has extensive program management experience, with documented success running enterprise-level consulting engagements as well as entire consulting practices.
Prior to his appointment as EVP of Corporate Business Development, Mr. Westhoff served as Vice President for Aquilent’s Healthcare Business Unit. In this role, he led both sales and delivery focused on key healthcare customers across HHS and VA.
Before joining Aquilent in 2008, Brian held Director or Vice President positions at Addx Corp., Data Federal Corp., Compuware Corp., Computer Associates, and several other technology firms. In these roles, Mr. Westhoff focused on professional services—working side-by-side with customers to help implement best-fit solutions.
Mr. Westhoff holds a B.S. in Computer Science from the University of Virginia. Outside the office he enjoys coaching football, and is on the board of his sons’ local Youth Football League.
